@ Peace II Extension
Fermanagh LSP have been successful in receiving an allocation of £638,670
under the Measure 3.1 of the Peace II Extension Programme to cover the period
2006-2007.
The Peace II extension allocation has enabled Fermanagh LSP to implement
6 different programmes, which groups and organisations across Fermanagh
have been able to receive funding to implement their individual projects.
- Social Economy Grants Programme
- Young Persons Fund
- Encouraging Creativity Amongst Young People
- Health and Well Being Programme
- Refurbishment Grant for Community Based Childcare Organisations

Social Economy Grants Programme
A social enterprise is a sustainable business focussed on addressing the
needs and social issues of the community or communities with whom it works.
Its aim is to deliver value for money, quality products and services and
to promote economic development while tackling relevant social issues. Through
the Social Economy Grants Programme Fermanagh LSP invited applications from
organisations or consortia that wished to apply for funding under two distinct
actions:
Action one - Sustaining or enhancing an existing income generating social
economy enterprise
Action two - Developing a new income generating Social Economy Enterprise
Programme Objectives:
There were 5 objectives which the Fermanagh LSP wished to actively promote.
These were to:
- Sustain and build upon new and existing income generating social economy enterprises
- To support work which meets the social and economic requirements of the local area
- To support the development of community infrastructure
- To promote the development of the social economy. To address the equality of opportunity across the main traditions
- To encourage the participation of the socially excluded in social, economic, environmental and peace building activity
Fermanagh LSP was able to allocate £212,192.00 under the Social Economy
Grants Programme to the following groups and organisations:

Young Persons Fund
The aim of this Programme was to provide small capital grants to organisations
to enable them to deliver new or to enhance existing activities for young
people (11-25 years).
The Partnership particularly favoured applications from organisations that
provide a range of day and evening time activities for young people in their
area.
Programme Objectives:
The objectives set were to:
- Proactively identify and prioritise activities with young people.
- Be fully accessible to the county's most vulnerable areas and groupings.
- Address an identified need within this sector.
- Promote cross community contact.
Fermanagh LSP was able to allocate £73,905.69 under the Young Persons Fund

Encouraging Creativity Amongst Young People
The Encouraging Creativity Programme was designed by Fermanagh LSP to help
to promote creativity amongst young people in the Fermanagh area. The Partnership's
perception is that by encouraging creativity among young people they can
help to strengthen and rejuvenate local communities by building confidence
and trust and creating an understanding and acceptance of differing cultural
traditions. This can be achieved through many different mediums including
that of static and performing arts. Through involvement in the arts, the
Partnership hoped to provide a vehicle that will enable young people to
work together thus helping to create change.
It was hoped by encouraging creativity amongst young people it would help
to build their self confidence and trust thus in the long-term create an
environment where young people are more understanding and have an acceptance
of differing cultural traditions within the area.
The areas covered may have included drama / art / music and could have concentrated
on one or a number of relevant areas that would have encouraged creativity
amongst young people.
Programme Objectives:
- To deliver a creativity programme targeted at young people in the Fermanagh area.
- To work with both males and females from all backgrounds.
- To proactively target areas of high deprivation. The applicant must have demonstrated in their application how they propose to target these areas.
- To proactively target and work with schools, youth clubs and young farmers groups in the Fermanagh area. The applicant was expected to demonstrate in their application how they proposed to target these groups.
- To work in partnership with other key interest organisations i.e. Western Education and Library Board etc.
- To deliver a specific peace and reconciliation element to the Programme.
- To develop an action plan for the delivery of the programme.
Fermanagh LSP was able to allocate £39,950 under the Encouraging Creativity Amongst Young People Programme to the following groups and organisations:

Health and Well Being Programme
As part of the Peace II Extension Strategy, Fermanagh Local Strategy Partnership
(LSP) identified the need to develop a Health and Well-being Programme to
address health and well-being issues in the most deprived area of Fermanagh.
According to the Northern Ireland Multiple Deprivation Measure for 2005
(Noble), the Devenish Super Output Area (SOA) is ranked 93rd out of 890
SOA's within Northern Ireland and when placed within a Fermanagh context
is placed as the most deprived SOA within Fermanagh. Using the figures within
the Health Domain of the Noble indicators, Fermanagh LSP decided to allocate
its limited resources to the Devenish area which includes the housing estates
of Kilmacormick '1' and '2', Cornagrade, and Hillview.
Fermanagh LSP consultated with the Investing for Health Partnership and
identified a programme of action to be delivered within the Devenish Ward.
The aim of the Programme was to promote and support healthy and independent
lifestyles within the Devenish Ward.
Programme Objectives:
- To protect people in the community who are most vulnerable.
- To support the people of Fermanagh to take appropriate positive action to maintain and improve their own health and well-being.
- Local communities where action is taken to protect and care for those who are vulnerable and where we all act to promote our own health and well being.
- Promoting healthy lifestyles and personal responsibility - focusing on prevention, facilitating good health and well being by addressing the full range of issues which effect people's health through intervention and appropriate services.

Refurbishment Grant for Community Based Childcare Organisations
This Programme aimed to provide small refurbishment grants to community
based childcare organisations to enable them to deliver new or to enhance
their existing activities.
Programme objectives:
- Be fully accessible to the county's most vulnerable areas and groupings.
- Address an identified need within this sector.
- Promote cross community contact.
Eligible items may have included:
- Purchase of equipment.
- Minor capital works not requiring planning permission, or projects that have planning permission in place.

Cultural Diversity Programme
In recognition of the changes taking place in County Fermanagh the Fermanagh
Local Strategy Partnership (LSP) developed a cultural diversity funding
initiative.
Fermanagh LSP called for applications from locally based organisations to
deliver a programme of activity that met one or more of the following objectives:
- To create opportunities for dialogue and associated community integration activities at a community level.
- To encourage greater integration between the local community and people from different cultural backgrounds.
- To educate and inform the wider community on cultural diversity issues.
Fermanagh LSP was particularly interested in supporting joined up initiatives
where relevant organisations would work together in the design and implementation
of a cultural diversity programme.
Fermanagh LSP was able to allocate £59,922.00 under the Cultural
Diversity Programme to the following groups and organisations:

Cross Border - Supporting New Partnership
Fermanagh LSP has been working with Leitrim Council Development Board for a number of years on a Cross Border Opportunities Project, as a result of this project a number of Cross Border Partnerships have been created. A decision to support a number of partnerships that have been able to progress the development of their cross border partnership was made.
Programme Objectives:
- To support the regeneration, development and enhancement of community facilities to support a cross border partnership and to aid economic regeneration, community development and services.
- To develop physical, operational and technical support of a sustainable tourism product that will enhance the visitor appeal of the cross-border partnership area and support the local tourism sector.
- To provide recreation, arts and culture facilities and initiatives to support a cross border partnership and encourage participation by the socially excluded in social, economic, environmental and peace-building activities.
Fermanagh LSP was able to allocate £20,000 under the Cross Border - Supporting New Partnerships Programme to the following groups/ organisations:

Development of an Early Years Centre
Programme of Action
As part of the Peace II Extension Strategy, Fermanagh Local Strategy Partnership (LSP) wish to implement one of the recommendations identified in "Securing the future for voluntary cross-community playgroups in Fermanagh" (Fermanagh Trust, 2006) by using a social economy approach that would see the delivery of services for a broader age range on the part-time basis and the development of a training centre for the Early Years Sector.
Programme Aim
The Fermanagh Early Years Centre will provide a space to make visible the rights of young children and their families in a growing county and the outstanding work that the early year's sector is undertaking.
Programme Objectives
- To provide a demonstration model, influenced by best practice in Italy and Scandinavia, for refurbishment for early childhood centres wishing to enhance their physical design to offer a range of services.
- To support the development of the early years workforce in County Fermanagh by providing an interactive training venue for early years professionals, capable of acting as a satellite centre for the delivery of degree level programmes.
- To provide a demonstration site for new and emerging work with parents and the 0-3 year old age group.
- To provide a training site for adults working with young children to enable modelling, practical and skills based learning.
- To provide an administrative base for the NIPPA support staff in the county.
- To provide parent and toddler and part-time crèche facilities (2 days per week) for parents and their young children (0-3 years).
- To improve the emotional and physical well being and eagerness to learn outcomes for children aged 5 years old in Co Fermanagh.
